But does that mean the backlog applicants will be given the same weightage even if they are /are not in the 38 or 29 occupations list is a main question...there will be 3 scenarios

1 very old applicants
2 38 occupations
3 29 occupations latest list.

Actually the situation is much more uncertain wrt above factors...

I think there is no uncertainty because Minister Kenney clearly said that they will focus on applicants in backlog

What does this mean?

Is it better now to wait for an existing application filed before 2008, than to file a new one now?

yes,
It is clearly mentioned in cic website that pre 2008 applicants should wait for their previous case instead of filing a new 1

Its good and bad news at the same time. good for old applicants. bad for new. 1 thousand applications in one NOC means only a few applications per visa office.
many questions need to be answered.
are there 1000 applicants will be the first ones to apply in an NOC.
if they will prefer ones with more points then they shall have to wait a year for all applications in a year. Shocked

Hai Lucky,
It's a good news for the old applicants. Because since 5-6 years peoples are waiting for the calls, finally I hope something may happend in the coming months.
