Can we carry gifts for relatives in Canada?
If Yes then is there a value to it.

If the gift items are allowable by Canadian Customs then you can my friend.
The value depends on your length of stay outside Canada.If you are returning back after 7 days you have allowance of C$ 750 at all.

I mean when I am entering for the first time in Canada for my PR can we carry certain gifts for my relatives?

For first time landing customs do not open the luggage. You can bring gifts in gift wraps.
