A work permit does not automatically allow you to apply for PR.

However if you work for two years (full time) in Canada in a skilled job - you may qualify to apply for PR through Canadian Experience Class.

yes unskilled labor also apply for pr but when? if they are contributing to canadian economy. thats it

see video on cic website it says that if you worked for two years in canada and contributing in canadian economy you may eligible for pr.
like in oil and gas industry which is corrently booming in canada,agriculture there is shortage of labours in this field.in oil and gas industry even for entry level position there are not enough canadians to work,which requires certification.so in that case there are chances to get pr

refer to NOC 7261.. use the wizard tool  @  cic to c in which area u r qualified to apply for PR..After 2 yrs of working in that position, u may apply under canadian experience class..
