As I understand from you, she haven't applied for the PR and work permit yet, am I right?
She drove for 6 months and it expired, and now you want a new one yet she isn't in the process, correct?
I already applied and in the process for 6 months , and did have a confirmation info to show them.
In the first time I was denied and the second time they agreed(I brought bank statement ,CIC online data etc..).
I think she just needs to be in the process in order to be eligible for getting the license and as I said before a manager with a good mood.
The branch was the same one you were denied in(and me too...).try again with different staff or wait for the beginning of her process.
