please advice the bank draft should not be send to this address:

who is General receiver for Canada?
please send me the entire address to who send the bank draft

you got it  wrong... your bank draft must be payable to :"THE RECEIVER GENERAL FOR CANADA"
you dont need to put any address on your bank draft.
Now, your total application package which includes your bank draft should be mailed to
Citizenship & Immigration Canada                            
Federal Skilled Worker

thank u for emailing me back

when I go to the bank I will ask them to send the draft bank to the general receiver for Canada
is it right? do how CIO know I that payed the fees cos the bank send the draft to general receiver for Canada. how I prove them that I payed? cos the copy I should keep in case they don't get my  bank draft.

please explain me step by step

i can understand you are new to this bank draft thing. your bank knows how to make a demand draft; just go to them. submit your payment form and infrom them your bank draft will be payable at "Receiver general for canada".
that's it, your task is done. Now, they will make the draft and hand over to you the cheque (bank draft).
send that bank draft with your application package. CIO will cash that bank draft from their bank.
