General question for application receipt at CIC - cap reached

Dear All

Need you experienced sugegstion. One of my friends sent his application last week which was received last Friday May 4th 2012 at CIC via courier service (he checked with courier) but he did not receive official acknowledgement of receipt by CIC. According to him till monday the cap was not reached for his category. He just checked last night (Tuesday) and unfortunately he found that the website says cap reached for all categories. The question is ;

1- Would his application be considered ?
2- If the cap is reached, does CIC still accept the couriers sent or refuse accepting the posts and return ?
3- Normally what time frame they sent intimation of application receipt.

2- If the cap is reached, does CIC still accept the couriers sent or refuse accepting the posts and return ? (they will accept it and then they will write a covering letter that caps has been reached so we are returning your file)
3- Normally what time frame they sent intimation of application receipt.  (if application is accepted then it takes from one month to two month other if they send back the packet it will take two month for reached at your address.

Thanks.  I was just checking the website of canadavisa.com under total number of applications, their website (address attached) states that till last week 9881 applications were recieved. So still 119 applications are left. Should i consider this as authentic information.
