Full-Time education and Full-Time Work

Hi,

Came across one of my friend who wants to apply;

He has a full-time work (41 hours per week) and at the same time full-time studies (18hours per week).

Will the CIO count both the work and education for points???

As per my reading they can' t say no; any other experiences?
