News Release — Minister Kenney Hits the Reset Button: Sets the Foundation for New, Faster, More Flexible Immigration System

Calgary, June 28, 2012 — Citizenship, Immigration and Multiculturalism Minister Jason Kenney today announced the latest step in re-designing Canada's economic immigration system.

Effective July 1st, 2012, Citizenship and Immigration Canada will place a temporary pause on new applications to the Federal Skilled Worker Program (FSWP) and federal Immigrant Investor Program (IIP).

“We have been making lots of changes to our economic immigration system,” said Minister Kenney. “We will take the next six months to do a lot of the heavy lifting to get us closer to a fast and flexible immigration system.”

The pause will allow CIC to make important changes to its economic immigration programs before accepting more applications. This is an important step in moving towards a faster, more flexible immigration system, while immigration levels are at a historic high.

Since the launch of Canada's Economic Action Plan 2012, Minister Kenney has announced a series of changes to CIC's economic immigration programs. They include:
eliminating the backlog of old FSWP applications;
improving the selection of FSWs;
creating a new Federal Skilled Trades Program;
modifying the Canadian Experience Class to help transition successful skilled temporary workers to permanent residence;
changing business immigration programs to target more active investment in Canadian growth companies and more innovative entrepreneurs; and
moving towards a new application management system, to develop a pool of skilled workers who arrive in Canada ready to begin employment.

“This temporary pause on new Federal Skilled Worker applications will allow us to set the program on a new course as we intend to launch revised selection criteria soon,” said Minister Kenney. “The pause has no impact on the number of workers Canada admits into the country, as CIC continues to process applications already received. Current immigration remains at historically high levels.”

Application intake is expected to resume in January 2013, when the proposed FSWP regulatory changes – which will be published in the Canada Gazette in the coming months – are expected to come into force.

The Immigration and Refugee Protection Act allows the Minister to issue special instructions to immigration officers to enable the Government of Canada to best attain its immigration goals. Since the 2008 Action Plan for Faster Immigration, four sets of “Ministerial Instructions” have been issued relating to Economic Class applications.

Under this fifth set of Ministerial Instructions, CIC will also introduce a pause on new federal IIP applications. This pause will remain in place until further notice, allowing the Department to make progress on processing its existing inventory.

As Minister Kenney announced earlier in April, CIC will be consulting with provinces, territories and stakeholders on ways to reform the current IIP in order to maximize the economic benefit to Canada. The Department is also consulting on whether to create a new investor program on a short-term basis, to promote growth in the Canadian economy.

The temporary pause on FSWP applications does not apply to candidates with offers of arranged employment or those applying under the PhD eligibility stream. The full set of Ministerial Instructions will be available online in the Canada Gazette tomorrow.

    hi Rits, bakit daw kayo pinatawag for Interview  kahit tapos na kayong mg medical? medyo stress din kase kmi dahil si MRU din VO namin, then baka siya rin ang tumawag sa workplace ko last tuesday and was asking for my hubby's phone number (principal applicant) kase hindi niya ma contact. Pero until now wala pa rin kaming na rereceive na email from her if kailangan mg appear siya for inteview.. Huwag nama sana.. What did she asked you about...? thanks so much rits...

Two major concerns po nya while she called me for interview were about sa Job description at ung sa settlement funds mo namin.  Sa Job..medyo may mismatch daw kasi I wasn't CPA on the time I filed my application sometime in 2010. Ako po kasi principal applicant pero ang CPA that time was only my husband.  So technically based sa NOC under bookkeeper lang daw ako nagfall. so ground for disqualification na daw po un.  But during the interview I was able to depend na although I'm not a CPA ung duties ko talaga is for Accountant.  from analyzing to preparation of Financial Reports to Income Tax Returns.  Pero since CPA na ako since last year she was able to consider it.  Mabait naman po sya.  Pero medyo nanginig ako nung sinabi nya nung una.  Then dun naman po sa settlement funds, ask nya lang po why dun ako sa BDO-Pasong Tamo Ext./EDSA branch ako nag open. Kala nya kasi sa Taguig ang office ko and Im living in Project 4, Quezon City. But I told her na our office is in Pasong Tamo Ext. just a few steps from our office kako.  Kung kelan ko daw inopen at kung bakit sa akin lang daw nakapangalan ung account.  Sabi ko naman my husband was in saudi since 2007 so per bank policy we can't have joint account without his personal appearance. Saka kung bakit 2010 ko lang daw naopen ung account, kako I have BDO account in Cubao Branch but since I transferred work in Makati I have the difficulty accessing my account in Cubao so I transferred my account to BDO-Pasong Tamo Ext./EDSA saka kakaopen lang nung branch na yan nung 2010...Plus clinarify lang din ung isang bank statement ko from BPI why may share un company namin..kung mawiwidraw ko ba daw ba ung funds na un..sabi ko yes anytime...pero when she computed ung sa BDO account ko more than enough naman na sa needed settlement funds namin. kasi 2 lang kami ng hubby ko. kaya sabi not a bearing na ung BPI.  so I am ok with it sabi naman nya..aun minor concerns naman nya kung saan daw kami titira at kung may relatives kami..aun over all it went fine...The end of the story is really a miracle when she got my passport na...

Principal Applicant lang usually...or depende sa instruction ng VO..kasi sa akin naka note na your spouse need not come. pero sinama ko pa din hubby ko just in case may tanong about him back up ko lang pra masagot..but my husband haven't called in the entire duration of the interview. Ako lang din pinapasok sa room...

I think tama ka nga anata... para matapos na nila lahat ng pre juners...kasi 2 yrs din tayo nagantay di tulad nung Mi2 mi3 at mi4... maganda na wag na nga muna sila tumanggap ng new applications tapusin muna nila yung mga papers na hawak nila lahat ng mga on process... kasi mahirap din mag antay diba... ingats

Application filed after February 27, 2008 but is not included in the list

There are two possible scenario here.

    A. Your application may still be processed depending on the Immigration Minister's Instruction.

    In this case, you just have to wait until your application get processed. While waiting for the next letter from the embassy, consider looking for a job offer from Canada. This may result to expedited process through provincial nominee program or arranged employment opinion. Or enter Canada through a work permit while waiting for your immigrant visa. Here's how to find jobs in Canada.

    B. Your application will be returned and your processing fee will be refunded.


    If your application is returned, it doesn't mean that you will no longer have the chance to live and work in Canada. Here's an excerpt from the Ministerial Instructions-

        The list of eligibility criteria outlined in the Action Plan for Faster Immigration's instructions for processing federal skilled worker applications are meant to reflect Canada's labour market needs. The instructions can be adjusted over time as the labour market changes, in consultation with provinces, territories and stakeholders.



If your application is returned, you just have to wait until the list of eligible occupation changes. While at that, get your documents ready. Try to maximime your network in Canada and the Internet to find a job offer.
