FSW/CEC application with my husband (refugee): his file was clear but not closed

I applied for FSW and CEC last year in Canada with my husband as the family member. Last October he didn't answer the call from the agent and laster the agent told us that his file was closed becasue he didn't appear on the hearing. He suggest we wait for my application not reopening his file. This week we called CIC and the people said that his file was not closed but clear and was waiting for a decision. Right now his file is in Buffalo and I guess his file is with mine for the immigration officer to have a look.

I just got FN for CEC this March and RN for FSW last November. I sent all supporting materials to Buffalo for FSW but haven't received FN yet. His refugee letter expires in January, 2012. The CIC people said he still had legal status in Canada and could apply for the work permit.

Do we have any chance to get PR card before he receives the departure order? What should we do now? Does his refugee status have negative impact on my application? Thanks a lot!
