Dears,

Please let me know is it possible or allowed to apply for both programs simultaneously.
I will be happy to get positive response any of them. I just need to know can it be a problem if I will apply for both ?

On FSW, you are saying you are not planning to live in Quebec and on QSW, you are saying that you are.  Immigration might see these two contradicting statements as a problem since only one of them can be true which means the other is a lie which means you are lying to immigration which is very bad.  My advice, just decide where you want to live and apply for the appropriate program.
