They apply at one of Canada's US offices.  http://www.cic.gc.ca/english/information/applications/visa.asp

Thank you for reply.
If I am on visitors visa in the US & I've got a friend with me who is a citizen of Canada.
Do you know whether it will be difficult for a citizen of the Asian country to get a pass to Canada with a help of the Canadian citizen?
Is there a chance to be approved?
Thank you

I am not an expert at Canadian Immigration.
Please don't expect me to answer if your post title has urgent in it and it is not really urgent. Urgent is 911 or you have a definite deadline tomorrow, not that you would like to send in the application soon

Thank you for all your replies.
Just the last question - does the Visa status make any difference for the application? What if the US visa just 1 entry guest type one?
Thank you
