I am currently from Ireland, currently studying in secondary school (high school) I am doing my last year, then hope to go a study in University College Dublin (UCD) which offers you to study abroad for part of my four year course.

What I was thinking of going to Canada to study abroad, I was hoping to this for my last year and get my degree in Canada. I would be intersted to do would it be easy for me to obtain a Canadian visa that way?

You would first have to find a University and get an acceptance.  Then you would have to apply for a study permit from CHC with proof of funds to support your studies.  Have you looked at the tuition costs for foreign students in Canada.  It is $15,000 per year at York for undergrads.
