Yes you need to have knowledge of basic French as this will not only help you to meet the required points but also make your integration into the Quebec society easier.

not mentioned as mandatory anywhere, but no chance of making it without it ! they want ppl who will 'integrate' into sociète québecoise  ! just as the don mentioned.
