Dear friends,
I need to know that if a secondary school French study can be considered as a proof for my second language which means that I am allowed to get 2 points in the language skill.

It's a judgement call.  You can claim it, but you might be asked to take the TEF.

U may add that but it depends. Most of the times it is better to provide a proof like taking TEF for french and IELTS for english. U must be prepared to provide details and prove u r eligible for those 2 points.
