French and English language evaulation

Hello ladies and gentlemen,
I am looking to immigrate (stay) to Quebec, I am on open work permit and already worked in Quebec for over 6 months.
For CSQ:
I just did the online test on their website, and they suggest me to send in an application to apply.
However, I filled in None for French and English oral, comprehensive. Does that imply that there are no need for me to do any language test?
(my french is at beginner level, and english is at advanced level)
Assuming They granted my CSQ
If i apply for my permanent residence later on after i got my CSQ, do I still need to submit some sort of language test result?
(note: Quebec-selected skilled workers are not assessed on the six selection factors of the Federal Skilled Workers Program

I dont know if it is worth it to spend the money to do both language test, or it is just money I dont need to spend.

P.S. please share your experience if anyone here have successfully applied for CSQ without any language test result after the new rule (Dec 6 2011)

ya, especially if my french is not that good.
Then i am basically paying $300 to just get 2 points i dont really need.

From what I picked up from previous posts it seems as if its necessary to submit a french test. Or the application may be rejected but I would love to get some definitive answer on that

ya, rejection may not be cause by the missing test result.
It could due to the applicant have insufficient points to pass.
On their official website, they just claim the applicant will receive zero points in that section.
If I submitted the application with no result and get rejected. Will it effect my application the second time with test result?

I think they send you notification of the intent to reject the application and give you a timeframe like 2 months to submit the required information or the application be rejected
