Hi all.

Can any body tell me whether i should have my French Language certificate for applying for Quebec?
If yes what is the name of the examination?
and should i submit it at the time of applying for Immigration to Quebec or i can submit it later also?    because I've just started the course in French and i know nothing in French.

Also do i need to have IELTS or TOEFEL certificate for English?

1.  TEF for French, IELTS or CELPIP for English
2.  Read the instructions on MICC for applying for a Quebec Selection Certificate.  http://www.micc.gouv.qc.ca/fr/index.asp

but u dint explain whether TEF and IELTS are necessary? and shall i submit it at the time when i apply for immigration or i can apply later also.

If English or French is not your mother tongue and unless your language at home/all schooling/work is English or French your have to submit the IELTS or TEF if you wish to receive proper language points. Start your research here: http://www.immigration-quebec.gouv.qc.ca/en/index.asp on how to obtain CSQ.
