A friend of mine who applied almost 4 months back has not received any intimation from CIO yet.He rushed an email to them and got a reply saying, your application is in process, dont send emails in future as you will be notified once any decision is made (not exactly the same words but meant almost what i have written).
Is it normal for some cases and where would be his application right now, at CIO or VO, atleast looks something new to me. Also suggest what he is supposed to do now other than waiting !!

so are you talking about first stage that package sent to CIO NS?
what about his first stage payment fees? Credit card or Demand draft charged or not by CIO?
if fees charged then he will heard from CIO soon. if you talking about CIO NS than here no role for VO right now at this stage.

if you are talking about that your friend get 1st AOR and your documents still not transffered to local VO then follow CIC E-case status page and wait some more near to 2 months for update.

Please: I request to all members do not write short story (if you are asking for you/friends/relatives),
please explain complete detailed information, so we will guide you exactly on those points based on your timeline.

example:

Application sent to CIO NS: <DATE>
FEES Charged:<DATE> , 1st AOR Issued : <DATE> ,   File Transfer and RBVO : <DATE> ,  2nd AOR  or In-process : <DATE> , Additional docs requested during in process : <DATE> , MEDICAL REQ: <DATE>, MEDICAL SENT: <DATE>, RPRF OR PPR REQUEST : <DATE>
DECISSION MADE & VISA ISSUED : <DATE>.

if rejection or NER by CIO OR CHC please share complete information.

dear omm,
Just read it again
"A friend of mine who applied almost 4 months back has not received any intimation from CIO yet"
Pretty clear i guess,  app sent to CIO and no response as yet. Yes about the CC/DD, he sent DD and is unable so far like me to know from the bank whether encashed or not.

it will take 1 to 2months more and he/she will get answer from cio, still his/her package at cio, only way to know his/her application accepted or still not reviewed by cio than he/she can track the fees payment method, otherwise wait for reply from CIO.

may i ask why you both look so specific about these two months, why can't be one or why can't be three !!

And here I was thinking you had to wait SIX WEEKS before sending a request for information to CIO about your application, if you have NOT had your fees cashed (or bank absolutely refuses to give information).  You can send a request email to CIO giving them full details of name, DOB, PP, NOC code, date and details of who received your application upon delivery at CIO, etc.

very big backlog, but the backlog of pre-2008 federal skilled worker applicants has decreased by 50 percent.

big backlog + recently from my group one person  get 1st AOR after 5months some days when he submitted the docs to CIO, so here if you observe some OP's then you realized the slowness of the process, my group persons fees cuts after 4monts using Demand draft, thats why I wrote 2 more months max, if you look some people wrote 6weeks, so if you count roughly 4week as 1month than near to 2months max average.
best advice track payment method as we discussed here. if once payment cut from payment method, than within 30days max your friend will get 1st AOR (actualy some people get within 20days max), if payment not charged at this time than wait max 2months.
