Form point 19: ID card number

Can you give any id card number. For example I am in Canada and havemy driving ID. is this a good id to write in point 19. Here is extract from the guide
"Identity cards issued by a foreign national, provincial, municipal or other government, as well as cards issued by a recognized international agency such as the Red Cross, can be used to identify yourself. If you have such a card, print the number in the space provided. Photocopy both sides of the card and attach the photocopy to your application. If you do not have an identity card, print “N/A”.

I put my BC Driver's license number as the ID number

Well, I did not put anything there even though I have the Ontario Driving License Card# 

When they said "Foreign national", I thought outside Canada...

I'm little scared now
