Hi I'm just wondering I found a facility that who can hire my relatives in a recreational facility as a childcare. If they get here, can they change to a live in-caregiver program if we find an employer for them in that live-in caregiver?

No, they can not apply for a work permit in Canada.  The live in caregiver does not cover working outside a private home, they should read: http://www.cic.gc.ca/english/work/caregiver/index.asp
