foreign worker here in Taiwan

I'm a contract worker here in Taiwan for almost 5 consecutive years and i still have 4 more years to continue. I have immediate  relative in Canada and they want me to apply as independent immigrant there. based on my research i have to gain 67 point in order to pass, but my job experienced was not in line with the degree that i have finished. Would that be possible for me apply as an independent immigrant? I want to make my application here in Taiwan. Is CTOT or Canadian Trade Office in Taipei very strict with that case? Hope to here from you guys. Thanks!
