Foreign freelancer working in Canada

I am a graphic designer in Canada and I would like to engage the services of a British photographer (based in the UK) for some of my work. This photographer is registered as a sole trader in the UK and would be required to travel to Canada to undertake the work I require.

How do I arrange this? Can the photographer just enter on a tourist visa on the basis that he will not be receiving payment from me until after he has returned to the UK and completed the digital component of work?
