Can anyone please kindly answer my questions?

My job code is 0212 as per Canada NOC and I have a masters degree from UK + 2 years of full time work experience in UK and 2 years of full time work experience in India.

Will I get qualified for PR?

I already know that I need to have offer of employment for temp. work permit but not sure whether I will be able to qualify for PR.

No, without a job offer in Canada, your experience doesn't qualify for skilled worker.  http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list   If you had been working as an Architect you would be able to apply.
