Can any body tell me on what basis i can apply for csq for quebec

I have read on this forum if one occupation does not fall under 38 list, dont have aeo, & not living in canada than he can apply for quebec if he know french . My occupation is bookkeeper which does not fall under 38 list . please tell me that what is the system of quebec & what is the requirement can i apply for quebec
