Hi PMM,
i have a question especially to you. I applied in october 2007 for a federal PR (simplified process). I mentioned my first language is french (but iam not from france). iam from cameroon, and there french and english are the both official national languages. Iam then a french "speaker". yet my question: should i take a TEF oder provide a explanation letter to explain the fact described above? Does the IO grants me the full points if i provide this letter? and coz my second language is english i don't want to take IELTS, 2 points for english should be enough for me.
so PMM (or anothers seniors hier) i hope every much you will answer me

hi,
Iam explaining again:
i want to claim the full points with my french proficiency, but i don't want to take TEF. Iam not a native from France, but in my country (cameroon) french and english are the both OFFICIAL national languages (there are also country dialects)
Now the question: could a explanation letter should be enough to granting me the Full points in french proficiency and least 2 point in english?

Nothing can be said for sure, if you want to claim points for your first language in your country as French, if you write a letter, you will hopefully get full points for French being your first language, but for second language, i doubt it, all depends on visa officer to grant or not !!!

I think now i have understood ur point, i would suggest you to go for TEF, i strongly advise you on that, you can still write a letter to officer and they might grant points as well but not on both languages, take second opinion on that as well.

You can provide other evidence as stated at http://www.cic.gc.ca/english/information/applications/guides/EG72.asp and if your first language is French and you can prove it with your documents, you should get full points.  However, it is always safer to take TEF and IELTS because immigration can not question those results.

thanks for replying.
some of the documents (birth certificate, police clearency) that iam going to submit are in French and English (the others documents are in german). so i think it could be enough to proof my language capacibilities; of cause with the explanation letter. Its also your point of view?
