We are on the boat! My application file for PR was transferred from Buffalo to LA on May 29 and since then, I have not received any correspondence from the LA office. I submitted my initial application September 12, 2008.  As you rightly pointed out, most people whose files were transferred to other visa offices at the same time or even later, have since received their medical requests.

I do not know what is delaying the processing at the LA office and I hope they respond to us shortly. I am losing patience. Meanwhile, I would like to know if application can be refused even after file transfer.

I think at this point your medicals, background and security checks have to determin the faith of your application.

Submit application on Oct 10 2008 to BUFFALO
Receive first acceptance letter on Feb 26, 2009
Receive second letter stating my file has been transferred to New York City on August 11, 2009

Nothing happens yet.
Very worry now.

Did they ask for any additional paper to submit?
