my friend from philipines wants to marry a guy from morocco ; she is living in canada  but she doesnt have her pr yet so the canadian embassy in rabt told her that they wont give her any paper since she doesnt have her pr yet ; plz if there is any filipino here who has been through the same situation can you plz help and tell us what papers she will need to get married here ; thanks

She is not eligible to sponsor anybody to Canada until after she has permanent status herself.  You don't say under what conditions she's going to be getting PR, but if she marries before she has permanent status in Canada, she'll need to add her new husband to her PR application and they will assess him and grant them PR status at the same time.  She cannot marry now and not notify CIC about her marriage . . . if she does, she will lose the ability to ever sponsor her husband to Canada.

So, in order to answer your question more accurately it would be helpful to know under what circumstances (maybe a live-in caregiver or student?) she is now in Canada, and if she already has a permanent residence application in process.  Once we know more, we can better advise.

She can either wait to marry him until after she has her PR status, and then she would apply to sponsor him as her spouse; or she can marry him now and then she HAS to notify CIC and they will send her the paperwork to add him to her application.  It will delay her getting her PR, but it will probably get him to Canada sooner and minimize the time they have to be apart.  Under no circumstances should she marry him now, before she gets her PR status, and not notify CIC.  If she does that she will be barred from sponsoring him.
