financial low income cut off - sponsorship spouse

I am a us citizen being sponsored by my soon to be wife in July. We have been looking over the requirements and I keep seeing in IMM3900 that the minimum requirement for 2 people is $27601. Under that it says

"This condition does not apply if you are sponsoring only
your spouse, common-law or conjugal partner who has no dependent children"

What exact condition is it referring to when it says that? Does it mean there is no minimum income? She is working full time and has been for years and currently makes about $25,500. Are we going to face a problem??

It means there is no minimum income requirement for spousal/common-law or dependent child sponsorships.
