Hamsafar,

Without panicking just send all the confirmation that you recieved from the Visa Officer and expalin the whole scenario in a covering letter, I'm sure in your case they will re-consider.

I think this thing happened to you just because of you sent the 2nd IELTS at the last minute. Anywayzz, before it's too late try to act ASAP.

Regards,

Did your status change from In Process to decision made? or from application received to decision made?

well write them a letter, if you have a copy of he ielts result send that along with a copy of the invoice from the courier that it was delivered a week before the deadline..

When was your deadline to send the updated IELTS, a week before the refusal letter means that you may have exceeded your deadline cause officers usually review the application 1 week or 2 weeks after the deadline.

Yes Humsafar610 is correct. 14 points as per the latest point system.

As per the latest point system,

Speaking = 6.5 - 9.0 = 4 points
Listening = 7.5 - 9.0 = 4 points
Reading = 6.5 - 9.0 = 4 points
Writing = 6.5 - 9.0 = 4 points

If the members who dosent have enough knowledge please read the sentence below, BobbyB also provided this in his post, max_lee hopefully u get the answer

Test score equivalency chart (applications received or test reports dated after November 28, 2008)

I would also like to explain that old applicants whose ielts result is dated after November 2008, their english proficiency will be assessed under the new rules. you can find out this information in section 10.8 of immigration rules.

I request the members please strict to the post so it will help me to find out the solution and also help other members
