 am applying for the Family class: Spouses and partner thru Buffalo NY.
Started processing my application on 20 Oct.2008(AOR). On 06 Feb 2009 received a letter stating: We have now completed the initial assessment of you application, and expect to finalized you application without a personal interview. So what does this mean and about how long before I get a decision?

Sounds like you're pretty close to be honest.  Not sure how long from this point, but you should hopefully get a passport request fairly soon I'd think.

So basically I start counting from when the CAS says start processing application in my case is 20 OCT 2008.

You timeline started from Oct 08 and there is alreay a positive decision, which indicates you will be hearing a good news soon from them.
