How long after the application has been recieved by the Case processing centre will it be filled?

Currently 37 days.

at what point do they issue an ecas number?

A client ID is issued for the Sponsor when the application begins to be processed.

A separate ID will be issued for the Applicant when the file has been transferred to London and they begin processing it there.

You can try logging on with the receipt number about 25 days after your app arrived..
