If you are a resident of Saudi Arabia for a period more than ONE YEAR your visa office will be CHC London.

Saudi Arabia. Though keep in mind that you need to get PCC from Saudi authorities, so as long as you are resident there, you will get it. The moment you leave the country and cancel your residence, the PCC will become an issue, and most likely the Saudis won't issue it for you or non-residents.

As long as you are working in Saudi Arabia and still keeping your iqama valid  there, you can choose London office. No need of going to London for an interview or for any purpose. If an interview is necessary, CIC will arrange it at the Canadian Embassy Riyadh. If you leave the Kingdom while the application in process, or you choose Manila office, you would be having problem for the PCC as the other Mezo suggested. It could be a real head ache!!!.
