They clearly mentioned in last lines that they are unable to process first set(38 Category) of ministrial instructions in this year.We should understand the intention of immigration policies of canada and i don't feel that their is need to further waste the precious time of the life for such thing which is in the hands of others. It was part of the "minute"
MI-1 will be processed as normal. (14 months at the moment). And those who are crossed over 14 months will be processed first provided the submitted full application package is genuine.
They cannot bring down the 82 month prescribed for pre Feb 2008.
WHAT IS THERE TO MAKE US UPSET?

At the present time, we are devoting all available resources to the quick processing of new cases received pursuant to Bill C-50. In 2010 we finalized 80% of all these cases within 10 months. Given the volume of intake under the first set of ministerial instructions, we will not be able to further reduce the inventory of older cases this year. New Delhi issued over 11,900 skilled worker visas in 2010, an increase from about 8,300 in 2009.

We need to know when the this MINUTE was originally published. Backlog is all about pre Feb 2008. They means, they cannot further bring down the processing period of them, because they got lots of application under ministerial instruction one and we are them. So, what is your question?

completely agree with KDSTTL. cases prior to Feb 2008 are considered as Old inventory. Read complete paragraph New Delhi has the largest inventory of skilled worker cases submitted prior to the ministerial instructions. Guys, I need a clarification on the current FSW numerical limitations. I was talking to a consultant who said that the 10,000 cap (and 500 per occupation) is per country. Is this true? If this is true then all 192 countries in the world (leaving Canada out) have 10000 potential immigrants bringing the grand total of immigrants to 1,920,000 per year under the FSW category.
Please clarify as i think the consultant is wrong on this one.

I dont know What are u going discussing on? The point here is, in summer they allot some of the Permanent resident visa staff to temporary Resident visa department as TRV program is seasonal. It means for a couple of months the permanent resident visa process is a slow. This was happened last year too when we had not seen much movement from NDVO "The program is highly seasonal. Intake in spring is more than triple that in January. We cross-train officers and inject resources from the immigrant units in order to remain current on all temporary resident business lines at all times. Doing so reduces the non-value added work generated by delays, and over time preserves the maximum amount of resources for immigrant processing. I think CIO will not accept second applications whose UCI already exists and e-cas status showing RBVO because they cant issue second UCI if your application already exists at visaoffices under fast track programme (post nov.2008 ). This is what i am predicting because eventhough the cap was not reached of 1000 on 10th june2011 they sent my second application back while DHL delivered mine on 10th june 2011 to CIO and see the cap as mentioned by CIO website : Applications received toward the overall cap: 13,682 of 20,000 as of June 21, 2011

your consultant needs proper orientation. dont trust them. never expect 500/occupation/per country. its total from all over the world. once 500 application reached, they usually mentioned caps reached**as before

yep, ur agent is lacking knowledge abt new rules. it is per noc 500 not per country. and maximum they alow 10k . so if u consider 29 noc * 500 = 14500. then u r again wrong they stop at 10k combined total of all 29 noc. your consultant needs proper orientation. dont trust them. never expect 500/occupation/per country. its total from all over the world. once 500 application reached, they usually mentioned caps reached**as before
