I started my application in October 2007, got my file number in January along with request for English Test. I send the result in May and when I checked my application status online it says file transfered to Detroit. What does it mean?

Check this link. Though you have asked about Detroit, this link mentions about Los Angeles. But I guess the answer will be the same.
