I am an American citizen being sponsored for immigration by my Canadian wife. I have just received news that my file has been transferred from Buffalo to NYC.

In your experience, is this good, bad, or neutral? Does this mean that an interview is inevitable?

Neutral, Buffalo transfers files all the time to the other 5 offices to process.  If the there are no criminality/background problems and sufficient evidence was submitted to show that the marriage was bona fide, then there should not be an interview.

my file was transfered to NYC, a month later i got request for passports, they are a bit slower than the other local offices but faster than buffalo.
