Hi, does anyone know how I can get a file number? I have a client id only.

Try sending a case specific enquiry to your visa office. Some of them have been known to respond.

The one in Chile would give you a file number. The client ID is what CPC-M gives you.

One last question...I'm thinking of requesting the CAIPS notes to find out what's going on with my hubby's application.
Do you know what address I would send the paperwork to?
