If i am going to pay the fees by credit caed online for spousal application,do i pay before i submit the application or after.

Before. You have to include the receipt with the package you submit.

i believe you need to send the receipt for the payment with your application. so you should pay first and then submit your application.

Yep, pay online, print 2 receipts (one for your own administration) and include one of the receipts with your application.
It is best to pay all the fees up front because it avoids delays.
