I have applied under Federal skilled Worker class.
Can I apply for Quebec to land in Montreal?

do you mean, you want to apply as FSW and land in Quebec? if yes, then the answer is no. if you are FSW, then land in any other canadian province except Quebec. once landed and activated your PR, go start living in Quebec.
