Upon having a very high score for Quebec immigration, the applicant will be exempted from interview. Is there such case for federal application too? To waive the interview for applicants with high scores (e.g. >90) ?

If the visa officer is satisfied with someones application and documents then there would be no interview with even 67 points on board. Higher claimed points is no gurantee for skipping interview.
