FBI clearance - when does it expire?

I submitted my FBI form/prints on 1-31-11; they processed my application on 2-10-11 and the letter was dated 2-14-10.  I received their response in the mail on 2-20-11.  I know I am up against the 3-month expiration deadline (see below) but according to which date?  In other words, when does the clock start ticking....from my inquiry date...their decision date?  My application isn't completed yet so I am hoping for as much time as possible before it expires.

Does anyone have a reference that the FBI clearance expires in 3 months? Haven't found it, just saw it posted on this forum several times.

Now that I look at the dates on mine, it is confusing. I think the return date is the date they received the results back.And I think it might be the date that the 3 months starts, I'm not sure on that. Hopefully someone else can help.
