I am planning to renew my Visitor visa to Canada. However just last year the father of my child received his PR  card (sponsorship from his wife). Although he is still working in Germany because of a very stable job in a reputable company for 15 years, Am I supposed to declare him on my visit visa application ?

For the record, he is not my spouse nor a common law partner ( he is in Germany while I am here in Asia). However we communicate regularly through phone calls because we have a daughter. Am I required to disclose this information  to the embassy?

Please any response... thank you

I don't see why you should disclose that information.  He is not related to you by blood and he is not your husband, common-law or even boyfriend.
