In that case you need to let CIC know that you have changed your place and request a change of visa office for processing. It will add an overhead.

It is good to apply at a place where you can attend the interview if required.

I just want to add something very important may be you do not notice it that all people who got their applications approved in London-office are UK citizens. But I am not sure about the other people who applied to other offices.

I think for each CHC-office they give priority for their citizens and really it is shame.

Remember, some people just lie on trackitt because they do not want to disclose their nationality and some simply didn't understand what to put their so they just put the country of resident intentionally or un-intentionally.

That is not the case. I got approved and am not a UK citizen or resident.
