Hi, I have a close relative in New Brunswick... Can they sponsor me under Family Stream Program?

You can find the official website of the NB immigration at http://beinthisplace.ca/ImmigratingandSettling.aspx

It does not look like they have a family stream under their PNP.  If your close relative can use his contacts to get you a job offer, you may be able to immigrate as a job offer applicant, see http://beinthisplace.ca/ImmigratingandSettling/Howtoimmigrate/NewBrunswickProvincialNomineeProgram/JobOfferapplicants.aspx
