     I am currently a cityzen of Canada and living in Toronto.My family members / wife,and 2 sons,14.5 and 17.5 years old/ are living in Russia. I want to sponsor my older son,who is full-time student of University. Unfortunatelly I got a disability / long-term / 2.5 years ago. Am I eligible to sponsor my son to Canada?

If you are on social assistance for disability you can sponsor.  But your wife and other son will have to be examined and have medicals as well.

At first I want to sponsor my older son but after his arriving and getting Permanent Resident Card he will come back  to continue his education .After I want to sponsor my wife and younger son when he will complete high school.  May be I don't unerstand you right and something is wrong. Please explain me can I plan like that ?  Please excuse me for my English.....

1.  In a sponsorship every one has to be examined (spouse, children) whether they are emigrating or not to ensure that they meet the requirements.
2.  I made an assumption that you when you emigrated that you declared the spouse and children or you married after landing.
3.  You can;t just sponsor the son.

Dear PMM !
  I arrived to Canada in October 2000 as a refuge. I was married before my arriving and now too.I declared my wife and two sons when I made refuge claim /Permanent Resident status and cityzen of Canada/.They was included in all applications which I did in Canada. I could not sponsor them before because I got a long term disability . I am getting a disability payment from April 2004 and intend to sponsor them only now, but in two stages. At first my older son and after my wife and younger son. Perhaps now You understand me.My questions are:
1.Am I eligible as sponsor? if yes..
2.Can I sponsor my family in 2 stages?

1.  Yes
2.  To repeat, you have to sponsor the whole family, but if you wish only the eldest son has to emigrate, and then you can re-sponsor the wife and the other child later.
