My brother in-law was born in Canada but hasent lived there since he was 2 yrs old. He is now thinking of moving back there. I know he has to be resident to sponser us, but how long would he have to be resident before he could sponsor us ? Can anyone answer ?

Your B/law can't sponsor you.  Only in Manitoba and Sask would he have a possibility under their PNP program.

Alberta has a family stream also under their PNP.  Use the link PMM gave you and look at the family stream programs for AB, SK and MB.  Some of them require the person to live in that province for 1 year, other for 2 years before they can sponsor.  There are also requirements on the people being sponsored, requirement to have funds, some level of education etc.
