hello, i would like to know if i could send my document to accra without  a stage in the forms i sent to CIC.just my family relative

i applied to Sydney with points claimed for relative in Canada,but i discovered i could't use cousin as a relative in the application,can i now submit to my local visa office and no longer claim points on the relation even though i still have 67 marks?

Yes. As long as you still attain the 67 points without claiming points for your relative.
However, if I were you, I would write a cover letter explaining that you misunderstood the term "you or your spouse have a relative in Canada".
