Hi Kvp,

May be minimum 4 years or more depending the application. Try trackitt.com for Canada.
Best of luck,

Before considering the time limit for coclusion of an immigration application, Please be sure about your eligability? You could immigrate to Canada as a Skilled worker, self employed, entrepreneur, investor and under PNP programmes of various provinces subject to the conditions for each category.

It is probably faster if he can sponsor them through the Manitoba PNP at http://www2.immigratemanitoba.com/browse/howtoimmigrate/pnp/pnp-family_support.html but they have to be under 49 years old and meet other requirements.  If they don't meet the requirements, he can sponsor them through the federal system.  At http://www2.immigratemanitoba.com/browse/howtoimmigrate/settle-sponsor.html they point you to the federal system if you don't qualify for PNP family support stream.

You can find info on federal sponsorship at http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-how.asp
According to http://www.cic.gc.ca/english/information/times/canada/process-in.asp#sponsorship the sponsorship application for parents is currently taking 25 months.  After that the application goes to the visa office responsible for their country.  The processing time there depends on where they are but you can see it at http://www.cic.gc.ca/english/information/times/international/08-fc-parents.asp
