I am a U.S. citizen with a Canadian spouse who does not meet the income requirements to sponsor my permanent resident application. I am wondering if my mother-in-law would be able to sponsor me on behalf of my spouse.

No she can't but your wife does not have to meet the LICO for spousal applications, she just can't be on welfare.
