Can a US citizen obtain a first time passport at the American Consulate?  I was just on their website and it said only for US citizens who reside in Canada.  What do they mean by that?  Would that mean they would have to have a home here that they reside in for 6 months at a time like snowbirds do?

Second question;  can a US citizen DRIVE across the border into Canada with a driver's licence AND a NOTORIZED photocopy of their birth certificate?
