Where can I obtain and actual fingerprint CARD, not just the downloadable version on the fbi web site? My local PD requires the actual card and will not take the paper version. Thanks!

Write the FBI.  They'll send some to you.

Alternatively, you can go to a private fingerprinting company.  They will usually have the forms at no charge if you pay for the fingerprinting service.

I called the local FBI in my state and they gave me the address where they are located and I obtained one from them for a small fee, then my local police department has times set aside for fingerprinting in the evening.  You should do some research on it.  It was'nt that hard for me to find these things out.
