Fam.Class-Part 3:Country Specific Instructions-Appendix C-PRV. Question?

Appendix C of Part 3 Country Specific Instructions South Asia (includ. Australia to Vietnam) states 'You and all your family members who are not already Can. Citizens or PR's must fill out Appendix C and undergo and pass a medical examination, whether they will be joining you in Canada or not'Does this mean all the family members that were listed in Additional Family Information? My husband has 2 parents and 7 brothers and sisters who will not be joining us in Canada, do they ALL have to pass a medical examination?!!!

Ok sorry...I have read over the details again...I think that doesn't include brothers sisters and and parents...I almost fell over there. Please ignore this posting Forum if I was wrong.
